Paddington writes a letter to Aunt Lucy (voiced by Imelda Staunton) for her 100th birthday. He visits Mr. Gruber’s antique shop to find her a gift. Gruber shows him a one-of-a-kind antique pop-up book depicting 1950s London landmarks. Paddington is enchanted and decides to buy it for Aunt Lucy, as she always dreamed of seeing London but never could. The book is priced at a steep £3,000.

To earn the money, Paddington takes on odd jobs: cleaning windows, cutting hair (disastrously), and becoming a neighborhood "whisperer." Meanwhile, a charismatic but fading actor, Phoenix Buchanan (Hugh Grant), lives next door to the Browns. Phoenix is a narcissist who performs one-man shows of his old dog-food commercials. The final clue leads to a decommissioned steam locomotive at a heritage railway. The treasure is hidden in the engine’s tender. Phoenix arrives disguised as a train conductor and retrieves the treasure—a chest of gold coins and jewels. Paddington, who has just been released early due to good behavior (thanks to McGinty’s recommendation), rushes to the railway. He manages to leap onto the moving train. A wild chase ensues along the tracks, with Phoenix using the treasure chest as a weapon and Paddington performing acrobatic stunts using his suitcase. The treasure is returned to the museum, but the pop-up book is ruined during the chase. Heartbroken, Paddington thinks he has nothing for Aunt Lucy. However, the Browns, the prison inmates, and the entire neighborhood have secretly pooled their resources. They present Paddington with a brand new, one-of-a-kind pop-up book—this time featuring Paddington’s own adventures in London, with Aunt Lucy as the final pop-up figure.

Disguised as a nun, Phoenix steals the book from the antique shop. Paddington happens to be nearby and chases the thief. In the confusion, a witness sees Paddington holding the book and assumes he is the thief. Police arrive, and despite the Browns’ pleas, the bumbling Inspector (played by a returning Peter Capaldi) arrests Paddington.
